Ten Good Reasons to Pass the RH Bill Now

In 1998, RH was a bland program that 2 DOH secretaries wished to mainstream into the health system. Now, RH or reproductive health is a byword that has gripped the public consciousness.

Majority have supported RH in endless surveys while congressional and presidential debates have erupted on the issue. Why is there majority support for RH? Many strategic and practical reasons. Here are 10 easy ones:

 

RH DOES …

1 Protect the health & lives of mothers

The WHO (World Health Organization) estimates that complications arise in 15% of pregnancies, serious enough to hospitalize or kill women. From the 2 million plus live births alone, some 300,000 maternal complications occur yearly. This is 7 times the DOH’s annual count for TB, 19 times for heart diseases, and 20 times for malaria in women. As a result, more than 11 women die needlessly each day.

Adequate number of skilled birth attendants and prompt referral to hospitals with emergency obstetric care are proven life-saving solutions to maternal complications. For women who wish to stop childbearing, family planning (FP) is the best preventive measure. All 3 interventions are part of RH.

2 Save babies

Proper birth spacing reduces infant deaths. The WHO says at least 2 years should pass between a birth and the next pregnancy. In our country, the infant mortality rate of those with less than 2 years birth interval is twice those with 3. The more effective and user-friendly the FP method used, the greater the chances of the next child to survive.

3 Respond to the majority who want smaller families

Couples and women nowadays want smaller families. When surveyed about their ideal number of children, women in their 40s want slightly more than 3, but those in their teens and early 20s want just slightly more than 2.

Moreover, couples end up with families larger than what they desire. On average, Filipino women want close to 2 children but end up with 3. This gap between desired and actual family size is present in all social classes and regions, but is biggest among those who are poor.

4 Promote equity for poor families

RH indicators show severe inequities between the rich and poor. For example, 94% of women in the richest quintile have a skilled attendant at birth compared to only 26% in the poorest. The richest have 3 times higher tubal ligation rates compared to the poorest. This equity gap in tubal ligation partly explains why the wealthy hardly exceed their planned number of children, while the poorest get an extra 2. Infant deaths among the poorest are almost 3 times compared to the richest, which partly explains why the poor plan for more children. An RH law will promote equity in health through stronger public health services accessible to poor families.

5 Prevent induced abortions

Unintended pregnancies precede almost all induced abortions. Of all unintended pregnancies, 68% occur in women without any FP method, and 24% happen to those using traditional FP like withdrawal or calendar-abstinence.

If all those who want to space or stop childbearing would use modern FP, abortions would fall by some 500,000—close to 90% of the estimated total. In our country where abortion is strictly criminalized, and where 90,000 women are hospitalized yearly for complications, it would be reckless and heartless not to ensure prevention through FP.

6 Support and deploy more public midwives, nurses and doctors

RH health services are needed wherever people are establishing their families. For example, a report by the MDG Task Force points out the need for 1 fulltime midwife to attend to every 100 to 200 annual live births. Other health staff are needed for the millions who need prenatal and postpartum care, infant care and family planning. Investing in these core public health staff will serve the basic needs of many communities.

7 Guarantee funding for & equal access to health facilities

RH will need and therefore support many levels of health facilities. These range from barangay health stations, for basic prenatal, infant and FP care; health centers, for safe birthing, more difficult RH services like IUD insertions, and management of sexually transmitted infections; and hospitals, for emergency obstetric and newborn care and surgical contraception. Strong RH facilities will be the backbone of a strong and fairly distributed public health facility system.

8 Give accurate & positive sexuality education to young people

Currently, most young people enter relationships and even married life without the benefit of systematic inputs by any of our social institutions. As a result of just one faulty sexual decision, many young women and men can lose their future, their health and sometimes their lives. We insist on young voters’ education for an activity that occurs once every 3 years, but leave our young people with little preparation to cope with major life events like puberty and sexual maturation.

9 Reduce cancer deaths

Delaying sex, avoiding multiple partners or using condoms prevent genital warts or HPV infections that cause cervical cancers. Self breast exams and Pap smears can detect early signs of cancers which can be cured if treated early. All these are part of RH education and care. Contraceptives do not heighten cancer risks; combined pills actually reduce the risk of endometrial and ovarian cancers.

10 Save money that can be used for even more social spending

Ensuring modern FP for all who need it would increase spending from P1.9 B to P4.0 B, but the medical costs for unintended pregnancies would fall from P3.5 B to P0.6 B, resulting in a net savings of P0.8 B. There is evidence that families with fewer children do spend more for health and education.

Thus, those people who wanted to show the whole picture of the bill are likely to be dismissed as rigid, fundamentalist, judgmental, and intolerant at maidagdag ko rin na truncated as “moralist”, “out-of-fashion” in a new trend of society that most people presently share. “makaluma” “anti-quality of life”. Kaya maririnig natin(lalo na pag wala ng maisagot) ang walang kamatayang :

Lagman : "Hindi pwedeng i-enforce ang dogma thru legislation, I am a congressman who is Catholic but I am not a Catholic congressman”
Bello : “Please do not impose your particular brand of ethics on us,”
Santiago : "We can argue about this till kingdom come and never arrive at an answer.”

I am just wondering if these 'anti' RH bill enthusiasts have full knowledge of the bill and awareness of the actual situation of their beloved country. The Philippines' population is now 93,261,000 (July 2011 est.) ranking #12 in the countries with the highest population worldwide! Those who want to know how or the basis for this, google nyo! I strongly suggest these people to try to immerse themselves in the squatters area that is not hard to find in Manila, a very common site incidentally. And please, though I strongly agree on the 'its the attitude' thingy, a lot of us do not have this, this is why we are having these problems in the first place! Let's be humble to accept the fact that we need laws or bills, etc. to have a lesser chaotic country/world.

I have been researching on the points of RH bill both anti and pro. I noticed that the arguments of Pro are more platonic. I am not convinced why they don't want this bill. The reasoning is shallow. I think they need to catch up, we are now in the 21st century and yet they think like they are still in the dark ages. Sabagay mga Prayle pa ang makapangyarihan nun.

Can't those ten good reasons be implemented even without an RH bill? I'm sure there's some other way - a better way? People just have to think harder I suppose.

Thus, man and woman terms is supposed to be, "Let us make a good birth spacing hon by strictly observing periods that are safe from pregnancy.Anyway, we can still be doing it in no less than 7 times in a month". O ganito kaya, "Ano ba yang control-control na yan! Bakit pa? May pills, may condoms at ano pa mang pwedeng gamitin natin para di ka mabuntis!"

Yong isa mi tonong konting sakripisyo at tila naaayon sa ethics ni Jesus Christ kung Christian ka. Yong isa practical at medyo galing sa linya nong ethics of he who is the opposite of Christ. Kung ikaw ang pagpipiliin, saan ka kaya?

Sabihin mo naman rh bill is not only about family planning but health. Problema mas marami ang di nakakapag-control at karamiha'y napakatigas ng ulo, hirap masyado i-educate. Kung wala tayong concern sa kanila sabihin nating, "Problema na nila yon, tira kasi sila nang tira at walang control sa mga sarili.." At dahil concern tayo kaya turuan natin papaano tira nang tira pero safe, kaya hayon rh bill tayo nang rh bill. Kaibigan, alam mong wala nang mas gagaling pa sa wastong paggamit ng isip at puson dyan sana manggagaling pundasyon. Sa gayon wala kang iisipin na kahit na ano pa mang side effect(s).

Dahil lahat tayo (yong normal) ay capable of controlling, otherwise basta ka na lang uuwi sa bahay o hahanap ng mapagbuntunan. Di lang yon. Are you not? Please have this in your mind that it's not about the church, it's not about the priests or the pastors but it's about individual conviction. To be on the side of what is moral or otherwise is an individual choice. To lived-in or not what one proclaimed is in individual's sound discretion as a rational being. Humanity in general is immoral-prone as everyone is vulnerable to sin, no one is excused whether one is a pastor or a priest. When one says, it's immoral to take contraceptive medicines even if proclaimed by the proposed RHB as essential medicines, it must be based on his belief and conviction that no one(not even the greatest scientist) can supposedly claimed authority to say when life begins because no one except God knows on whether or not it is moral to take contraceptive medicines a day or two or many days before implantation because rational minds would assert that the process involving the union of sperm and egg cell is in itself a life-developing process and thus, any negating act must be evil. It is God and not any of the scientist in the field of medicine placed human body order to both man and woman. For woman, it is precisely God who placed-in woman's necessary cycle i.e menstruation and the so called fertile and non-fertile periods.(Can scientist invent MENSTRUATION?) All these are supposedly had its own purpose man and woman including you and me to make use.(it is more than normal if man and woman are into sexual intercourse during woman's "red" period!) The virtue of self-control is not even a Christian by origin, it was lifetime battle cry of the great Greek triumvirates; Socrates, Plato and Aristotle

Using man's intellect, he can make use of the woman's cycle in view of pregnancy. The problem is: Satan said, "The idea of self-control entails sacrifice and can only be possible to educated individuals, for those who are not esp the poor ones, this is very hard! So why suffer when you can have sexual intercourse with anyone you like at any time you want safe from pregnancy with the use of condoms, contraceptive pills and others? and safe as well from STD with the use of condoms!"

By the way, one need not be a pastor or a priest for him to ponder on what is good and what is evil, on what is moral and what is immoral.One has to be guided only with the thoughts that immoral cannot be made moral because it is legal, nor immoral can be made moral because it seemed to be everyone is doing it or practicing it. In contrast, moral shall be moral even if it seemed to be only few or some is religiously doing it.

If you really had a morally upright mind and heart with an equally upright conscience, you should take this as a challenge i.e you and my moral duty to stand and to teach if necessary to those whose minds are now conditioned and those about to be conditioned that taking contraceptive medicines is not immoral so long as the period of using is not after the period of implantation or fertilization as the science of medicine may proclaimed

If you agree that these ten good reasons can be implemented with the RH bill, then why are you against it? And why didn't you cite your reasons against it? If you are SURE there is some other way - a better way -- then you should be able to think of it, if you think harder.

Some are against the RH Bill simply because they have been conditioned to think a certain way. There are so many others -- women and children -- who would greatly benefit from the RH Bill but are prevented because some find the mere idea of an RH Bill which would discuss sexuality, reproductive health and responsibility, uncomfortable. For shame.

Education is the priority

Our education system is a mess. Adding sex education will further mess it up. The result is another mess - SEX. Give TOP PRIORITY for top of the class education system then we will have growth and development.

Our resources will not be enough even with a small population. Therefore, it is now (when our population is big) the time our education system is made a priority program for growth and development. Success in our education program during this time will ensure growth and development for many decades in the future.

Our population is a resource. Why then reduce it? We have to nurture this resource. Let us not take this for granted by not providing the education it deserves. If we succeed is reducing our population then we will have a small and ignorant population.

EDUCATION and FOOD PRODUCTION is the priority.

Human resource can only be achieve if their is adequate resource from the economy to support their education. Keep in mind of the capacity. If a shortage of economic supply exists then we cannot pursue education for poor children. Therefore we should first control by means of prevention of unwanted births, then we can focus on individual development. Philippines has been no. 5 on the largest number of street children worldwide (http://en.wikipedia.org/wiki/Street_children). We cannot even address their concerns before. How much we will be able to in the future.

There are so many things going on in the country that needs further attention. One of which is Education. But we should also focus our energy towards health development. I think adding sex education will not mess up the curriculum. Sex ducation doesnt teach about sexual position, pornography itself...it promotes awareness of ones sexuality and more than anything else being responsible for all our actions.

Population is a source it is true...for progress...but its also a source of poverty in itself. I am sure it is not remote story of a husband and wife in a very low income rate with 6 or 5 children. Where do you find those children? Do they eat well like you and me? Do they go to school like you and me? Do they have decent life like you and me? Indeed we need to protect certain aspect of life like that.

Population for progress...Philippines doesnt even have a law agaisnt discrimination. there is a big difference betwee blue and white collar job, when in fact there shouldnt be a barier between them. People shouldnt be discrminated because of their social status. In your own street or community, have you studied how many people work and study over those people who dont. The country is small yet a lot of people are blinded by certain issues and not facing reality.

If RH Bill will at least help in reducing population so be it.
